  • Oversee administration of highway construction projects from inception through closeout, ensuring compliance with ADOT policies and specifications
  • Interpret and apply project plans, special provisions, and standard specifications to guide inspection and construction activities
  • Utilize FAST program—including Contract Card, AC Forms, CPE, and Bituminous Price Adjustment modules—to create pay items, track project quantities, and maintain detailed project information
  • Utilize PEN program to review daily diaries, manage pay items, and approve bid item payments
  • Utilize the DOORS system to monitor contractor payment reporting and ensure accuracy and compliance
  • Review, approve, or reject weekly subcontractor payrolls in accordance with state and federal regulations
  • Manage and reconcile pay items including PCCP, tack, asphalt, bituminous, diesel fuel, OJT, and force accounts
  • Review daily documentation submitted by inspection staff; approve or reject entries as appropriate
  • Approve or reject payments for bid items and ensure timely processing of project pay estimates
  • Process and archive monthly estimates while maintaining organized financial and project documentation
  • Run and distribute weekly Authorized Subindex Reports; track all newly approved subcontractors
  • Upload onsite interview records submitted by inspection staff for labor compliance tracking
  • Input equipment data into PEN Project site to ensure accurate cost and usage reporting
  • Enforce contractual sanctions when required, in accordance with project specifications and contract terms
  • Maintain and organize project documentation to meet ADOT audit and record retention requirements
  • Support project closeout activities including final estimate processing and documentation reconciliation
  • Train and mentor new administrative and field staff on ADOT policies, documentation procedures, and project management systems

  • Continue conducting school and project tours (e.g. Gila River Bridge) to engage students in transportation careers
  • Allocate downtime to assist other field offices and encourage peer collaboration
  • Present in relevant committees (e.g. MUG standard of work for 416, TARS project closeout, Thomas Salinas communication updates)
  • Teach or support classes such as Supplemental Agreement (SATS) or CPE


Project Delivery
