Assistant City Manager

As Assistant City Manager for the City of Eloy, I oversee key organizational functions including Economic Development, Community Development, and Public Works. I lead strategic initiatives, coordinate major capital and development projects, and serve as a liaison between City leadership, stakeholders, and regional partners to drive investment and community growth.

  • Spearheaded major economic development initiatives, successfully attracting and securing over $30M in capital investment, including the Freeberg Industrial Fabrication facility, bringing over 200 new jobs to the community and kicking off the PARK 8-10 Industrial project.
  • Led targeted Economic Development engagement efforts, more than doubling the City’s State submittals and achieving an over 30% increase in site visits, second site visits, and direct project selections, significantly raising Eloy’s regional competitiveness.
  • Lead coordination of Economic Development projects from planning through buildout, serving as the primary liaison between developers, City departments, and external partners; streamline communication, resolve challenges, and remove barriers to keep projects on schedule. Projects of note include Goldbond, Exceptional Community Hospital, Freepoint Eco-Systems, Freeberg Industrial Fabrication, Eloy 170, and Maverik.
  • Coordinated the development and implementation of the City’s first Strategic Plan, collaborating with City Council and executive leadership to establish long-term priorities and measurable outcomes.
  • Currently Managing the Comprehensive Landfill and Rate Study, ensuring data-driven decision-making and financial sustainability for citywide solid waste operations.
  • Oversaw the successful transition of the City’s hauling contract with Waste Management, working closely with Public Works and the City Attorney to safeguard compliance, efficiency, and resident service delivery.
  • Provide executive oversight and supervision of Community Development and Public Works Departments, guiding staff in strategic initiatives, process improvements, and organizational excellence.

  • Manage Community Partnership portfolio focused on outsourcing City services. Annually review, assess, recommend, and fund organizations based on opportunity metrics and return on investment.
  • Grant and loan writing for the City Manager's Office, securing over $8,000,000 in funding for various projects including our wastewater treatment plant expansion project and EV charging stations.
  • Manage City Manager's Office Capital Improvement portfolio consisting of over $2,400,000 in infrastructure projects. Acted as project manager for multiple CIP's through all phases including pre-planning, approval, bidding, construction, and oversight.
  • Manage downtown redevelopment and revitalization efforts through collaboration with the downtown businesses and their board. Currently in the process of securing workforce housing in the City's downtown district.
  • Oversee and manage the City's multi-year Strategic Plan. Collaborate with Elected Officials and Executive level staff to prioritize and track strategic priorities for all City Departments.
  • Maintain database and reports of all City Manager's Office contracts and agreements to pro-actively monitor for renewal options and negotiation opportunities and ensure compliance with City policies and code.
  • Act as the City's legislative affairs representative. Work with local legislators and the League of Arizona Cities and Towns to influence policy on the behalf of the City of Casa Grande and keep staff and City Officials updated on legislative action.
