  • Analyze, evaluate, and assess estimates/proposals to recommend approval of pricing labor and material costs, and perform Technical Analysis review (TAR)
  • Working in the Fixed Firm Price (FFP) contract, hold subcontractors accountable with FAR and DEAR.
  • Monitor the subcontractor’s cost performance, schedule period of performance and initiate corrective actions if needed. Develop sequence of work and coordinate basic scope in accordance with 4E of JFMM using AWR/WN.
  • Interpret independent government estimates (IGE’s) and evaluate the shipbuilding repair process and identify any issues during the contract performance.
  • Eliminate delays in production and reduce cost by providing experience and past knowledge to technical authority to mitigate the problems of availability.
  • Ensure trades and subcontractors meet all standards specified in NAVSEA Standard Items for approved quality assurance plans.
  • Conduct Checkpoints and Product Verification Inspections to ensure that all specifications, drawings, technical manuals, references and technical requirements are being upheld as specified in basic work items.
  • Receive and evaluate reports generated in CPARS (contractor performance assessment reporting system) to further verify quality of work.
  • Interpret, implement, and provide direct oversight of NAVSEA standard items, drawings, policies and procedures to ensure contracted projects are in compliance.
  • Prepare detailed status reports, along with integrated production schedule to document contractual milestones for the maintenance in ship repairs in accordance with 009-60 including but not limited to manning curve, material issues, completion percentages, etc.
  • Organize technical documents for conferences and meetings to show status updates. Prepare written reports to document the overall percentage of completion. Review reports and finalize editing to present to NAVSEA,C-21,and other government entities.
  • Coordinate between AIR (alteration Installation Team) and individual trades/subcontractors.
  • Provide recommendations to NAVSEA using knowledge of complete ship systems, principle methods and practices directly related to repair in ship board electronics, electrical power distribution, mechanical, structural, welding, nondestructive test processes, and calibration requirements.
  • Review work specifications, instructions, test memos, NAVSEA standard items, and technical data to identify quality characteristics critical to product acceptability to develop and monitor trades, and sub-contractors.
  • I have had oversight of the following systems for repairs during DPMA, 1 PMA, and PSA availabilities: MV-22 AFS, JSF AITs, RAS System, A/C Plant, Fire Control, Cargo Weapons Elevator, Fire Main, AFFF, Chill Water, JP-5, Fuel Oil Comp, Feed Water, Lube Oil, Ballast, High Pressure, LP Air, Ventilation, Main Reduction Gears, Diesels, Distilling Plants, Main Feed Pumps, SSTG, Lube Oil Coolers, Deck Covering repair (Nonskid, PRC, etc.) and all Ship Force Habitability spaces, and Sonar stave cable/transducer installation.
