Shamil Shirinov PhD, PMP

As the Head of Division at the Presidential Administration, I have over 10 years of experience in leading innovation and strategic planning in the public sector. I work with the top officials and stakeholders to develop and implement policies and initiatives that enhance the economic and social development of Azerbaijan. I have a strong track record of delivering results and creating positive impact for the society and the country.

I am also a lecturer at the Azerbaijan State University of Economics (UNEC), where I share my knowledge and expertise in leadership and management with the students and faculty. I have a PhD in Economics from the Academy of Public Administration, and I have also studied at prestigious institutions such as Yale School of Management, MIT, Norwich Business School, and TODAIE. I have multiple skills in software project management, business analysis, and organizational behavior. My mission is to use my analytical and creative abilities to solve complex problems and foster innovation and growth. I value collaboration, learning, and diversity, and I seek to bring these values to any team or organization I work with.

National Spatial Data Infrastructure (NSDI) Jan 2018 - Dec 2020   

Led a pivotal project that established a comprehensive framework encompassing policies, standards, and procedures for the development and sharing of geospatial data and related information within Azerbaijan. This initiative yielded significant benefits, including more informed decision-making, streamlined data collection processes, heightened emergency response capabilities, strengthened support for economic development, and the promotion of greater transparency and accessibility to government data.

Earth observation system Jan 2018 - Dec 2019   

Implemented a system for conducting frequent countrywide land surveys using satellite imagery, with data integrated into an online portal. Employed artificial intelligence for real-time detection of land surface changes, including unauthorized construction, enabling efficient on-site inspections by land inspectors and the prompt removal of illegal structures, while safeguarding agricultural land

REC EXPO - Real Estate and Investment Exhibition Mar 2016 - Nov 2017   

Organized and hosted successful exhibitions in 2016 and 2017, showcasing the favorable investment climate in the real estate market to foreign investors. These events served as a professional platform, bringing together over 80 participants from 50 countries to engage in business interactions with trade and consumer visitors 

Digital Land Cadastre Information System Feb 2015 - Jan 2020   

Directed the successful implementation of the Digital Land Cadaster Information System, addressing a range of critical issues. This included the accurate compilation of geographical maps representing the Republic, empowering flexible state control over land property, resolving discrepancies between spatial indicators and land reform documents, and ensuring the utmost accuracy in cadastral records

The World Bank Real Estate Registration Project Jan 2009 - Jan 2015   

Project objective: To establish and maintain a reliable, transparent, and efficient real estate registration system that not only bolsters real property markets but also encompasses suitable systems for the effective management and utilization of state-owned property.
